Foster and Domestic Services Manager / Assistant Director South Carolina
In unison with CAS leadership, policies, regulations develops the Foster to Adopt Program, expands Choices program, builds a community of service and service network in South Carolina, fulfills the role of Assistant Director for South Carolina under the oversight of the Chief Executive Officer and in collaboration with the Operational Director.
Successful Indicators:
- Strategic Foster to Adopt program development meeting timeline and goals.
- Growth of Choices Program demonstrated by referrals and placements with families.
- Development of service network with designated staff in all areas of the state (includes certified investigators as part of the team throughout SC to support the array of services offered by CAS)
- Demonstration of successful compliance, permanent placements and expansions of services that support permanency for children and youth.
- Leadership demonstrated in community, agency and throughout network.
Position Responsibilities:
Program Development and Successful Execution - Originates with Strategic plan, integrating evidence- based and / or evidence informed tools and resources while maintaining fidelity to the models. Will assure outcome measures and defined processes for fidelity measures. Additional
training in models may be required.
Establishes and Maintains Expansion of Foster to Adopt Services – Includes recruitment, training, and program oversight in compliance with regulation. Initially will develop the program and add employees to the program as aligned with the agency goals, finances and
guidance from CEO.
Supervision:
Manager will provide and / or assure that supervision is provided for team members in the program. This includes but is not limited to social workers, adoption workers, foster / adoptive parents, certified investigators and other staff engaged in the delivery of
program services. Manager assures 24/7 on call provision for services as required by
regulations or agency policies.
Leadership:
Manager provides leadership for the designated programs. Engages with the agency leadership team for adherence to policy, regulations and agency expectations. This includes, development, quality, regulations and financial sustainability for continued program operations. Completes internal audits for compliance and quality measures. Completes all documentation as directed for analysis and agency files. Monitors the work of subordinate staff through case reviews, progress reports, conferences and informal discussions to assure compliance with operational standards and established policies. Counseling and Disciplining to support staff success and follows corrective actions in accordance with agency and regulatory oversight and policy. Oversight of Human Resources and related services with designated team
members.
Program Adaptation - Continual analysis of program and engagement in adaptation. Integrates community, local, agency and global dynamics of work supervised. Designing successful program with engagement with leadership and developing new approaches or procedures to meet
program objectives. Extent of Supervision: responsible for the quality of service provided by staff. Employees receive reviews through periodic conferences, meetings, informal interaction, reports, and performance appraisals. Review for quality is also received through periodic random
case reviews.
Documentation – Assure completion of all documentation with correct information and timely submission. This should be completed according to agency policy, regulations and oversight authorities and additionally in compliance with request from supervisor or leadership team.
Offer education and counseling services to all members of the adoption triad regarding adoption related issues. Continually evaluate any clinical needs, supports or concerns demonstrated and staff with the supervisor in a timely manner to better meet the best interest of children and
families. Attend required trainings and assures all team members remain qualified for services provided. Complete annual continuing education requirements (complete requirements for all states in which services are provided. North Carolina requires 24 hours for workers and is the
greatest number of hours required annually. Promote the public awareness of CAS and actively recruit new families and community
collaborators for all services: foster to forever, adoption. Home studies, international adoptions,
Choices and other services provided by CAS to benefit their family goals. It is imperative that all staff members represent CAS in a professional manner with congruency of our team approach. All questions and concerns should be shared with your supervisor. Other duties as assigned and integrated with the program development and required by agency and or supervisor.
Qualifications
Position Requirements:
Master’s degree in social work from an appropriately accredited institution and one year of directly related experience; or a bachelor’s degree in social work from an appropriately accredited institution and two years of directly related experience; or a master’s degree in a human services field from an appropriately accredited institution and two years of directly related experience; or a bachelor’s degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor’s degree from an appropriately accredited institution and four years of directly related experience; or an equivalent combination of education and experience. Knowledge of methods and principles of casework supervision and training. Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems. Considerable knowledge of behavioral and socioeconomic problems and their
treatment and governmental and private organizations and community resources. Considerable knowledge of the laws, regulations and policies which govern social work programs. Ability to supervise, train, or orient lower-level social workers, students, interns, or other staff. Ability to
express ideas clearly and concisely and to plan and execute work effectively. Must be willing to make home visits, travel, and work some evenings and Saturdays.
