RISE is an innovative human services network originally established in 1987 for the purpose of moving individuals living in institutions into family settings. Since that time, services have grown to support children, adults, and families with a variety of needs across multiple states.

PURPOSE:

We are seeking a Director of Treatment Foster Care who will be responsible for the administration and management of RISE Treatment Foster Care program. This position provides guidance and coaching to RISE employees in Texas, assisting them in achieving competency in the performance of providing safe and supportive services to those in our services in a manner consistent with the RISE Mission, Vision, and Values.

ESSENTIAL JOB FUNCTIONS

SUPERVISION RESPONSIBILITIES

  • Will be responsible for management of the Treatment Foster Care Program to ensure program success and fiscal sustainability.
  • Responsibility for ongoing development, improvement, expansion, quality control and compliance of services offered through the Program, including Professional Home Based Care services and foster family development.
  • Proactive outreach to officials and departments with whom the Program contracts or may potentially contract.
  • Provide leadership which encourages, guides and develops the program’s team and promotes teamwork.
  • Provide management and supervision to RISE TFC employees in a manner that exceeds the expectation of RISE customers.
  • As a supervisor, ensures that employees effectively perform the essential functions of their positions, that assistance is provided to people receiving support, and both are done through the implementation of the RISE Mission, Vision, and Values and according to the supports RISE is contracted to provide.
  • Involvement in local advocacy movements, including family activities, advisory boards, governing councils, special education issues, etc., and is educating members of the legislature, fellow staff, and consumers, in regards to vital disability issues.
  • Creates new and innovative service models for the children, youth, and adults in our Treatment Foster Care homes.
  • Creates an environment where employees feel comfortable taking risks and sharing new ideas.
  • Builds a strong team and instructs staff in team building skills.
  • Lobbies for change in a positive manner with funding agencies.
  • Promotes and engages in positive relationships with all customers.
  • Develops systems to continuously improve the personnel system to support the RISE mission.
  • Participates and ensures compliance with all RISE, licensing, and contract systems, policies, and procedures.
  • Demonstrates competency in financial and budgetary issues as required, including staying within appropriated budgets, maintaining checking ledgers, and adherence to procedures for payroll, billings, and payables, and the ability to instruct staff in these areas. In addition, assists the Executive Director with billing and aging as requested.
  • Ability to remain flexible as position requirements evolve.

MANAGEMENT SKILLS

  • Ability to coach, train, and mentor employees, providing positive leadership and team building, based on respect, cooperation, and competency which embrace the RISE Mission, Vision and Values.
  • Takes personal responsibility for actions. This is demonstrated through owning problems, problem solving, and not projecting problems or failures to others or the "system" if not warranted.
  • Demonstrates excellence in work standards and is tenacious in completing tasks.
  • Ability to delegate and follow up on projects.

EQUIPMENT NORMALLY USED:

  • Telephone and other office equipment e.g., computer, printer, fax machine, copy machine, etc
  • Vehicle to travel to programs, meetings etc.

PHYSICAL AND MENTAL REQUIREMENTS OF THE POSITION:

  • Ability to greet the public, use the telephone and effectively communicate with multiple customers including the people RISE supports, parents, the state, staff, and others.
  • Required to use a cell phone.
  • Occasional travel to attend meetings/training to various states and locations including airline travel.
  • Ability to exercise restraint/self-control in potentially volatile situations, including being confronted verbally and/or physically in a threatening or aggressive manner by people receiving support. May include the ability to deal with and redirect aggressive behavior that may require approved restraint.
  • Ability to work under stressful conditions that may include dealing with difficult people and handling multiple work assignments.

Qualifications
  • Must have a degree or related experience in Social Work, Psychology, Special Education, or related field.
  • Must hold a current LCSW, CHMC, or psychologist license.
  • Proven management and leadership skills, having supervised professional staff a minimum of 5 years.
  • Experience working with people with developmental disabilities preferred.
  • 3-5 years' experience in foster care, adoption or child welfare services and a current and contemporary understanding of child development, family systems, child welfare systems and Juvenile Court services.
  • An addition to the senior staff within RISE as a whole and make contributions across the agency in addition to their assigned responsibilities.
  • Experience implementing systems to monitor program policy/procedure and contractual compliance.
  • Must communicate effectively in individual or group situations, including demonstrating listening, writing, and interpretive skills.
  • Ability to work flexible hours and travel.
  • Self-directed and works with minimal supervision.
